No it was actually the announcment of expansion to 30 teams by the 2010-2011 season. It said they would expand by adding the following cities.
2008-2009 : Ontario Reign

2009-2010: Toledo Walleye, Columbia Inferno, Youngstown Steelhounds, Myrtle Beach Thunderboltz (or 2010-2011)

2010-2011: Reno (Raiders I believe or nickname may not have been present) San Diego, Indianapolis


They said they wanted 30 teams as part of a new goal to achieve one team per NHL franchise. They said if one team goes independant they would hope to fill that void with another franchise but only if its a stable one and good for the league.

Then the announcment vanished. I guess it wasn't supposed to leak.


Then I revealed I was jerking your chain. Lol.
